Adds Python wheels for Python 3.11 through 3.14 (Linux x86_64, aarch64, armv7 and Windows x86_64) and dual libiio v0.26 / v1.0.0 support. Python 3.10 wheels are no longer built.
Upgrades libiio to v0.26, adds bare-metal (Cortex-M4F) package support, completes and publishes the C/C++ API reference, and hardens shipped binaries (stripped symbols, no leaked build paths, header included in every zip).
