Get the timer clock frequency.

Parameters
[in]desc- Pointer to the device handler.
[out]freq_hz- The value in Hz of the timer clock.
Returns
0 in case of success, error code otherwise.

Set the timer clock frequency.

Parameters
[in]desc- Pointer to the device handler.
